What part of a continuous white line don't you understand?

Travelling through middle Ireland yesterday - it's hard to put all the blame for road traffic accidents on the lap of young, inexperienced drivers.

On three separate occasions I had to brake and swerve to avoid stupid decisions by other drivers - what part of a continuous white line don't people understand when they are attempting to overtake ?

With last weeks deaths on the roads, I also heard a new statistic being mentioned - that July is the most dangerous month of the year. I've never heard this one before - I don't understand why it is only being mentioned in the context of more fatalities?

One reason for July having such a high rate of road deaths is the amount of people going out on motorbikes who probably don't drive them that often for the rest of the year. Presumably, people would be going on holidays and other events during the summer, and so, change their driving routines.

I was driving around the Kinsale roundabout in Cork yesterday and just after coming off it there are continuous white lines between the two lanes as they are changing the layout at the moment. Unfortunately, a middle-aged woman decided to just stop her car on the left hand lane (no hard shoulder) for a minute before starting again and driving at a slow pace. This kind of mental driving causes road-rage and leads to accidents. Everybody had to go around her, crossing the white line, and just as I was overtaking her, she started driving again. I didn't see any apparent reason for her stopping.

We all see bad driving incidents every day of the week. I think a driving test every 10 years or so is needed to remind people how to drive properly. Especially for those people who may have been handed driving licences in the past.
